On October 1st 2006, the Regulatory Reform (Fire Safety Order) came into force. The new fire regulations were introduced to simplify matters, to take the pressure and responsibility away from the Fire Service and make it more straight forward for Employers to understand what was required from them.

Fire safety is the set of practices intended to reduce the damage, destruction and possible loss of life caused by fire. Fire safety measures include those that are intended to prevent the ignition of an uncontrolled fire, and those that are used to limit the development and effects of a fire after it starts.

The Regulatory Reform (Fire Safety Order) applies to all commercial premises in Leeds, including the common parts of blocks of flats and houses in multiple occupations (HMOs).
